Birmingham Board of Education approves contract for new superintendent in tight vote

An employment contract for the city’s new superintendent of schools was narrowly approved earlier this month by the Birmingham Board of Education.

At a special meeting convened on June 12, Kelley Castlin-Gacutan’s contract was approved following May’s unanimous vote to hire her. The contract vote was close, 5-4 for approval. Castlin-Gacutan, is expected to serve as a consultant until her job official begins on July 1.

Following an hour spent discussing the “good name and character” of an individual, while in executive session, the board voted on a motion proposed by April Williams to reassess the offer to Castlin-Gacutan. The motion did not pass; with one abstention, the vote was 4-4.

As the case was being decided, a major curveball was thrown into the mix when the Supreme Court justice Antonin Scalia passed away. He was one of the nine Justices hearing the case and would have broken any tie decisions. Due to the death of Scalia, when it came time for the Supreme Court to make its decision, there was an even 4-4 split in the votes and his ninth vote would have broken said tie. Due to the fact there was a tie decision Abood v. Detroit Board of Education would not be overruled. Since the case was set in a tie it would not become a legal precedent for future cases.…

After reviewing Shelby County Board of Education gift policy, I believe Brad would not be in compliance with the standards adopted. The policy states, “educational personnel are forbidden from accepting gifts or money that could possibly influence a student’s decision on any matter” (Shelby County Board of Education, 2010, pg. 3). Brad’s involvement with Tom could have a direct impact on how he performs in class, both behaviorally and academically. He may also choose to take more science courses or pursue a career directed at these disciplines after graduation. This is not to imply negative connotations around helping others, but to ensure that the behavior is grounded in ethical behavior.…

Introduction In the 1950s, the Washington D.C. public schools (DCPS) began heading in the direction of failure with some of the lowest performing students with in the nation. Michelle Rhee, a former Teach for America teacher and an education reform advocate, was hired as the Chancellor in 2007 by Mayor Adrian Fenty, who emphasized education. In this paper, by using Moore’s Strategic Management Triangle, I will evaluate Rhee’s performance and argue that there was potential for the success of the reform agenda, but the misalignment of Rhee’s and the public’s value of substance, the lack of legitimacy from the community of politics, the administrative and operational infeasibility of the IMPACT system of administration caused Rhee to fail to deliver public value needs in the education reform.…
