The act stated that establishing a minimum drinking age should rest with the states. But if the states set their own MLDA, the federal government threatened to withhold highway funds. This got most of the states to raise their drinking age to 21, which Joseph Brown, a writer from the Tampa Tribune says the 1984 act,”was, in effect, a federal mandate forced on the states with little or no input from them,”(Brown)
