The general knowledge was that any form of child abuse or neglect should be reported. The DHHS failed to report the abuse that Logan was received from Sally. The argument could have been made that Logan stated those abuse, because she wanted Sally seen as a bad foster parent. It was understandable that, when children acted out, they wanted to receive attention or to have things done their own. At1101 hours, this writer contacted Juvenile Processing Center to ascertain if M-1 was in their custody, this writer spoke with Officer Hopkins of the Metropolitan Police Department, Juvenile Processing Center unit he advised negative for M-1 being in their custody. At 1103 hours, this writer contacted Child And Family Services Agency, this writer spoke with hotline worker 28 operator who advised there is currently an open investigation with this family for abuse, she also advised M-1 was not currently with their agency physically. At 1109 hours, this writer spoke with Ms. Kisi Washington, the court appointed custodian maternal aunt of M-1. She reports M-1 has not returned home, nor has she heard from her.…

CSP and Shamerica discussed her recent poor behavior in the home. CSP encouraged the youth communicate more with MHS and a trusted adult. First, the case worker should have coordinated preliminary treatment plans for the initial stages of Gabriel’s placements. Here, the worker should have referred foster parents to speak with specialists or attend educational/informational classes on caring for children with unique social, cultural, and behavioral barriers. A class such as this would have been geared toward educating foster parents on identifying common behavioral disturbances, how to respond to future issues, and, importantly, warning signs of suicidal ideations. Plans set forth by the case worker should have also included family therapy sessions to better prepare Gabriel and his foster parents for their transitions in living situation. Next, the case worker should have worked together with the foster parents in collectively coordinating a step-by-step ongoing treatment plan to aid in Gabriel’s recovery, including continued family therapy sessions and weekly reports from the foster parents updating the case worker on Gabriel’s progress, changes in behavior, and/or any concerns that may have arisen.…

Overcrowded homes and understaffed Child Protective Services (CPS) offices has threatened the foster care system in the Dallas-Forth Worth metroplex for many years; recently, however, it has proven to be a problem that we can no longer turn a blind eye to. The Dallas News reports that in Dallas ISD alone, there are approximately 3,600 students without homes.
