Case Study: Journey Mental Health

So, my question is; if we care so much about the mental health crisis; why invest on a jail that provides mental health service instead of investing on mental health facilities in the area? That along will reduce the jail population. Make a smaller investment on the new place to move those that actually need to be in jail into the new facility.
First response, included a reference to Journey Mental health. The current process of handling arrests where the offender is intoxicated it involves taking the offender to the hospital, Journey and/or Winnebago.
So my follow up question was; Journey is one example of a facility that struggles to gain funding and that functions at full capacity. Organizations such as Journey should be funded instead.
