G-4 Sailors were performing a S-4 check on the 4th Deck Elevator Hatch door. AO3 Jones was cleaning the grease from the dogs when another Sailor from the 2nd Deck operated the manifold "pushed pin" and dogs moved from open to closed and her index finger got caught. She could not remove the finger until the Sailor operating the manifold opened the dogs. Sailors were not using head set communication instead they were using a runner. Communication works 5.0. There was only one 304 qualified person and he was not the one operating the manifold. Manifold was operated by a none qualified person and AO3 Jones was not a 301 qualified person.
