Freire Wilmington is pleased to be partnering for this grant with our long-term evaluation partner, Dr. Alex Schuh of FRONTIER 21 Education Solutions. Dr. Schuh has served as our 21st Century program evaluator in Pennsylvania for 6 years, and has evaluated 13 21st C CLC programs since the program began. Dr. Schuh will develop the evaluation and data collection plan, selecting high quality and suitable indicators to measure participants’ academic achievement, behavioral improvements, preparation for careers, connections to school and improvements in school attendance, and will gather feedback on those results and develop those results into formal evaluation reports. Measures will include surveys, observation forms and questions developed by FRONTIER 21 and by national experts. Dr. Schuh fully understands FERPA laws, and will comply with those laws in ensuring that all data are safeguarded through password-protected electronic files, and all paper files with identifying information are kept under lock and key. Dr. Schuh complies with industry confidentiality standards, and will not disclose student information other than in aggregate form – without student or parent names or other identifiable markers. FRONTIER 21 will develop an evaluation plan with the Center’s Program Director that spans all 5 years of the program and includes all relevant measures and benchmarks, and timing for data collection and reporting. Dr. Schuh will work with the program and school to identify a staff member who will assist with data collection on behalf of the school. Dr. Schuh will develop a Local Evaluation Report and submit that report annually, and will assist the Program Director with the timely submission of state required performance and participation …show more content…
The results will be compared to the specific objectives identified in Section 5 above (e.g., “100% of Freire teachers participating in the 21st C CLC regularly will indicate that they feel more connected to the school, the students and the parents because of the 21st C program” on the annual teacher survey). If the target is met, the evaluator will make a note of that. If the target is not met, the evaluator will note that, and will identify the gap between the achieved measure and the target. Suggestions about what could be linked to the program not making the target (for example, if the credit recovery target is not met, it could be attributable in part to a lack of teacher preparation or materials available for that particular type of credit course). These findings will be summarized and discussed with the school administration and the Advisory
