Child Protective Specialist, Irene Anderson, stated that a report was received on October 9th, 2015 with the allegations of inadequate guardianship and excessive corporal punishment regarding Azzore Spruill and his siblings, Tymani Spruill, against Shanikqua Glenn. The narrative of the report states, “Yesterday (10/8/15), foster parent Shanikqua hit 7 year old Tymani on the hands and arms with a belt as punishment. Tymani did not sustain any visible injuries but her arms still hurt. Shanikqua has beat 5 year old Azzore with a belt on the buttocks on multiple occasions in the past because he wet the bed. It is unknown if Azzore sustained any visible injuries.”

Anderson expressed that she spoke with Ms. Glenn regarding the concerns of the OSI report. Ms. Glenn admitted to hitting Tymani with a belt because she was “swinging from a rod” in the bathroom and she could have “killed herself.” Ms. Anderson conveyed that she inquired if Ms. Glenn was familiar with the reason why the children were initially placed in her care. Ms. Glenn voiced that it was due to the children’s paternal grandmother hitting them. Ms. Anderson indicated that Ms. Glenn said she is aware that corporal punishment of any kind is prohibited for foster children. Ms. Glenn indicated that Tymani could have killed herself by engaging in that dangerous activity and she felt hitting her was required in the moment. Ms. Anderson articulated that she did not ask Ms. Glenn if this was the first time she used this method to discipline a foster child or if Tymani typically displayed the reported behavior within the foster home. Ms. Anderson uttered that she did not ask if the same form of corporal punishment was also used to discipline Tymani’s siblings.
