Child Protective Specialist, Samantha Simon, stated that a report was received on July 21st, 2015 with the allegations of laceration, bruises, welts, and inadequate guardianship regarding Lisa Li against Dinora Bayron. The narrative of the report states, “Today, 07-21-15 foster child, Lisa (age 3) has visible bruises on her cheek, buttocks, and legs. Lisa 's injuries were inflicted by foster mother, Dinora. Roles of Amy and Wendy are unknown. Jing Xiu has no role.”

Ms. Bayron has four prior cases with the New York City Administration for Children’s Services.

5/21/15- the allegation of inadequate guardianship against Dinor Bayron regarding foster child, Lisa Li, was unsubstantiated.

11/14/05- the allegation of inadequate guardianship was unsubstantiated against Dinora Bayron and Anthony Gomez regarding children, Ashley Gonzalez and an unknown child.

Criminal and Domestic Incident Reports (DIR) were obtained by Ms. Simon for Ms. Bayron.
Dinora Bayron does not have any arrest history and she is in E-Justice records because of her application to be an adoptive/foster parent. Dinora Bayron has domestic incident history with seven reports, as follows:
01) 2003-030-2291 10/19/2003 Dinora Bayron reports she had an argument with her boyfriend/common-law husband Tony Liriano.

02) 2004-030-0971 04/29/2004 Dinara Bayrone reports she had a dispute with her boyfriend Antonio Tirano during which he choked her and pushed her down.

03) 2004-030-1259 06/05/2004 Dinora Bayron reports she had a dispute with her 18 year old son Gregorio Gomez concerning his

Simon confirmed speaking to Ms. Bayron about the concerns of the OSI investigation. Ms. Bayron said Lisa sustained the various bruises after she fell in the park, but it is because she wants to play in the section with her older siblings so it make her more susceptible to an event like this occurring. Ms. Bayron explained that Lisa refuses to get on the small swings with the booster seat and vehemently requested to get on the regular swings like her sisters and Ashley (Ms. Bayron’s daughter). Ms. Bayron voiced that Lisa was moving towards Amy and Wendy and two older children accidentally collided into Lisa resulting in the injuries being observed. Ms. Bayron said she was not informed by an agency representative as to why the children were being replaced from her care despite her sitting in the agency for approximately two hours prior to the replacement.
