Chester, Pennsylvania, located on the Delaware River between the cities of Philadelphia and Wilmington, is “home to the largest trash burning plant” in the nation (“Chester Environmental Justice”). Chester is inhabited by 43,000 residents, which 65% are African-Americans. Covanta, a company that provides solutions to waste and energy problems, is the sole owner of the Delaware Valley Resource Recovery facility located in Chester County.
