The Federal Children's Bureau was created in 1912, but it wasn't until The Great Depression and President Roosevelt's New Deal that Congress set in place within Social Security funding for Aid to Dependent Children. It was not until the 1960s that child abuse became a national issue. Pediatricians began reporting cases of children coming to them with broken bones and signs of having been beaten and abused. The media began to cover cases of children dying from abuse and as news stories increased, it became an important issue to everyone that something had to be done to protect the children.
