Arresting Officer’s Statement: On January 4, 2016, Detective T. Northern, Portsmouth Police Department, reported the following took place on November 10, 2015:

“The victim was standing at the front door of the school entrance when the suspect and her mother attempted to open the door. The victim would not open the door according to school policy. Suspect and mother cursed the victim. Suspect then began punching the victim in the face numerous times. The victim received bruises and scratches to the face. All of these events occurred while school was in session and disrupted the daily business of the school.” These offenses took place at I.C. Norcom High School in the city of Portsmouth.

Defendant’s Statement: Samkisha reported her mother told her what the victim had said to her. Samkisha approached the victim and asked her what she had said to her mother. The victim told Samkisha what she had said and Samkisha reported the victim then punched her in the face with a closed fist. Samkisha stated, “We started fighting and we fell on the floor. My mom and another lady broke it up and then we left.” Samkisha reported she did not know if the victim had any injuries, but she reported the victim pulled out her hair. Samkisha reported she didn’t know “the girl” and she only hit her once the victim hit

Beale stated she was walking towards the school’s front doors and it was two girls and a boy standing at the door. The victim opened the door for a lady right and slammed it shut in her face as Ms. Beale was approaching the door. Ms. Beale stated she told Samkisha what happened when Samkisha came out the building from class. She stated Samkisha went over and asked the victim what she had said to her mother. Ms. Beale is adamant the “old lady who testified in court” was not at the desk when this incident took place. She also reported Det. Northern wasn’t there either. Ms. Beale stated she saw the young lady hit Samkisha and she then broke up the
