The council has the authority to commission working groups to help facilitate informed decision making on issues related to city policy. Any of these recommendations however have no binding authority or force of law. This work group created by the council is known as the Board of Health and Human Services. The Board of Health and human services did not have the authority to issue the regulation. This is shown in the lack of procedure followed by both the Board of Human services and Cariboo city council.
