On November 26, 2017 at 0153 hours while on patrol in my marked Sumner County Sheriff patrol vehicle, driving south bound in the 1200 block of north US 81 Hwy located in Sumner County Kansas. I observed 2 vehicles turn west on 120 Ave North and stop. I stopped my vehicle behind the second of the two vehicles a blue Ford Mustang KS tag 921 HYU. After the vehicles stopped, I observed a white male exit the driver’s side of a red 1994 Chevy S-10 (VIN # 1GCDT14Z5R8202628) pickup. The vehicle was not displaying license plate.
