In summary, on 10/20/15 at 2320 hours Ofc. E. Babczak #293 and I were patrolling the area of 1600 S. Laramie Ave., when I observed a vehicle with a passenger not wearing a seat belt. A traffic stop was conducted on the vehicle occupied by four (4) male subjects. I made contact with the driver (Tenorio, Eduardo DOB 03/26/94) of the vehicle who was identified with a State of Illinois Driver's License. Tenorio was checked through L.E.A.D.S., which revealed he had a valid driver's license and came back clear with no want/warrants. I detected a strong odor of cannabis emanating from inside the vehicle. The front passenger (Rocha, Mario A. DOB 08/11/94) of the vehicle related he smoked some cannabis. All of the occupants were requested to exit
