For our main evil doer, we have Captain Victor Skinner! The captain was born in Region 1, and join the military at the age of 18. He was transferred to Region 3 in his late 20's, and from there rose through the ranks. Skinner is between his late 40's and early 50's when Matt and Lavana are introduced. He stands tall at 5'10 to 6 foot, with pale skin, well fit body. Skinner has many scars throughout his body from fighting battles through the years of servicing, but many only see the scars on his throat, the corner of his lips, and down his left eye. I can't decide if he should have blond or black hair, but he does have it short and slicked back. His eyes are dark and small, giving him a mean look. His lips are thin, and his face is squared
