In this answer I will discusses the internal and external roles displayed by both Captain Ed Davis and Chief Fortner. I will start with discussing some of captain Ed Davis’s internal and external roles. Captain Davis’s internal roles within the police agency were his incredibly ability to lead and manage his people. Prior to his reform his agency was struggling to maintain a good relationship with the community. He managed to win control of the community agenda by proactively engaging in issues arose. His external role involved how he was able to win the communities support to put a precinct where he thought is was most needed. He did this by going out and actively recruiting people that lived in the bad areas to come to the meetings, as well
