Captain Bruemmer is assigned responsibility for the ship and her crew 24/7 when assigned to a ship. He is expected to meet all operatoinal commitments, changes to those commitments, Unit SITREPS, Medical UNFITS, training, TWIC/CAC card maintenance, physicals, attend meetings (mission, operational, grievance processing, EEO complaint processing, etc.) on and off the ship at all hours of the day, etc. All the while, he is still responsible for performing his official duties of Master; and in this case Purser with personal liability for all financial matters. It is unreasonable and unnaceptable that the Command expects Masters to perform a myriad of duties, in addition to serving as Master in an exemplary manner. However, he can state without concern or legitimate contest the fact that he works more than eight hours each and every day; in fact, he and all MM&P Masters perform 12-14 hours a day without compensation each and every day, to include holidays and weekends without compensation. He remains in a standby status 24/7 while assigned to the ship but he doesn't receive standby pay in violation of law and governing regulations. MM&P has consistently and repeatedly raised concerns and filed grievances over the unreasonable and unacceptable mission creep realized by Masters. We have specifically raised concerns over the agency's imprudent requirement for Masters to perform training while aboard MSC ships that do not have sufficient bandwidth/internet connection/access to allow them to do so. Hence, Masters are unreasonably forced to utilize local "hotspots" with internet service to perform the duties of their position and training requiring internet access.
