Low-income communities are home to pollution and hazardous materials as compared to the high-end neighborhoods. The low-income population is likely to reside in areas where there is exposure to harmful substances or a dumping site for contaminated compounds. Most of the pollutants being from industries around the community’s vicinity, they were established before the communities developed and target the poor for cheap labor. Also, this scenario is influenced by the rising cost of housing units and in some cases historical discrimination hence pushing the low-income population towards industrial sites, ports, truck routes, and other notorious pollutants.

Cap and trade is an opportunity for states to realize a green and healthy environment but if not well regulated can harm the poor. A clean environment (e.g. air, water) is necessary for the sustenance of human life. Pollution is not only a problem for the poor neighborhood, but a concern to the whole country and societies set aside significant amounts money to help fight pollution and preserve environmental conditions. This spending attracts interests from many quarters, for instance, companies pay to safely dispose their waste or correct the effects caused by their production.

To determine if investment on the environment has improved life is highly subjective, and impossible for one to make a conclusive argument. However, the government should acknowledge the different side effects of an improved environment and the impact on the general living standards. Furthermore, the government would not want people to abandon the economic centers in the region which may create blight and furthering the region’s economic
