The reason behind the decision of choosing Canada and u.s.a is that Canada is one top automobile exporter in the world with a strong history. Additionally USA is the largest and the most important market for Canada with a relationship and history between 2 countries. A large some of the vehicles assembled in Canada are exported to US also Canada import a huge amount of automobile components from US.
