California Smog Check Report

The smog policy in California is also frequently referred to as the smog check program and was first implemented in 1984. Its main purpose is to ensure the adherence to the goal of having cars make the least amount of pollution. This policy dictates that all cars should undergo inspections, but there are certain car categories that have been exempted from the biennial smog inspections. A key part of the policy involves the identification of the cars that have the highest levels of pollution and requiring them to go for smog checks. Over time, the policy has undergone a lot of changes. Many reports and other publications have stated that the policy is ineffective. For example, how best to implement the mandatory smog check has been the subject of many research studies. The key problem affecting identification of the cars that have the highest levels of pollution has been the need for having an identification criterion for the cars that have the highest emission levels. This paper looks at some factors responsible for this perceived ineffectiveness of the smog policy and where the blame lies.
