Both templates required many of the same things, but the TDA lacked details and structure. Both Burn Plans were missing or did not have detailed enough GPS locations, actual fire-weather information, landowner contact information, Certificate No., and crew members and their responsibilities. Between the two templates, the PBAT is more detailed on the identify the burn boss, notifications, preburn factors and protection needs, smoke management, and mop up. The PBAT advantages are that it is a detailed burn plan template that if followed would less likely lead to mistakes and issues occurring during the burn. A disadvantage is that it requires more information which may not be available and can be time consuming. Twelve months before the burn the site should be checked for safety concerns to the crew and any dead vegetation build up should be moved away from the firebreaks. The burn manager or landowner also needs to start mowing down the firebreaks bi-monthly during the growing season. Once it is 3 months prior to the burn; neighbors, county sheriff, fire departments, TNRCC, TFS, Regional Fire Coordinator, and any others should be notified of the burn. The crew members and equipment needed would also be gathered during this time and each crew member should have their responsibilities outlined. One month before the burn, necessary permits should be obtained and the vegetation around the entry points for vehicles should be cleared. A couple days prior; weather should be checked, neighbors, fire department, and sheriff reminded of burn, firebreaks and access points clear of vegetation, and all burn equipment should be tested. Finally, on the day of the burn, the weather should be double checked, the pre-burn checklist reviewed, livestock, equipment, and pets removed, fire department and sheriff notified, and checked to see if the crew understands the implementation plan.
