This can be seen that British unintentionally led to the Rebellion in Brunei. British chose to stay away and not taking any action during the outbreak of rebellion until the Sultan asked for help in need of protection from the British in combating the Rebellion. The terms of 1959 constitution stated that Brunei can asked for assistance from British if Brunei had difficulties and made Brunei as independence state if Brunei confidently govern themselves without the assistance on the other hand economy of Brunei at that time was boosted up due to increase in economic revenue mainly come from oil expenditure results even though not all the income directly to the British but more or less give them benefit. It can be proved that when Tunku Abdul Rahman delivered news to the Lord Selkirk, British general commissioner regarding about the underground movement can be seen as the act of rebel that led Lord Selkirk went to Brunei on 6 December 1962. On February 1963, Malaysian plan stated that they have greater interests in the economy factor of Brunei as they believed that it would eventually help in stabilizing the development projects that they have planned for Sabah and Sarawak. The development projects for Sabah and Sarawak included both of their economic and social development but the Sultan opposed this idea. The factor of disagreement over Brunei revenue was due to the point of view of the Sultan who thought that this plan has no benefit for Brunei, in matter of fact it will decrease the economy of Brunei and this would be unfair to Brunei as this plan was unprofitable for Brunei considering the fact that they had to share the income of their oil with the Malaysian federation who also planned to take over the oil after 10 years Brunei join the Malaysian federation. Furthermore, Tunku Abdul Rahman had stated that Sultan Omar Ali Saifuddien should pay an amount of $40 million dollars annually if Sultan agreed to join the Malaysian federation, which later will increase to $60 million dollars. This would affect the economy of Brunei in which the constitution of 1959 will be replaced.
