No matter your belief or opinion regarding state lottery is active and funding education from K-12 to college in America. Right or wrong the lottery is here to stay. Taking a chance by purchasing a scratch-off or lottery ticket may not generate the luck of billions; however, the contribution to education is the greatest pay-off. What are the benefits of gambling and who do they really affect, are gambling risks good or bad, and who do they really benefit? The classic theory of Utilitarian principle seeks the greatest good for the greatest number (Mosser, 2013). Arkansas offers the Academic Challenge Scholarship which encourages students to stay in school and offers scholarship from $2000 (freshmen) to $5000 (Senior) per year. The longer one stays in school the annual scholarship amount increases. The Florida Bright Futures Scholarship Program is open to eligible non-traditional students. The Hope Scholarship is funded by the state of Georgia and stands for Helping Outstanding Pupils Educationally. Kentucky’s lottery funds four financial aid programs. Benefiting New Mexico's Future offers adults and high school graduates the opportunity to further their education. South Carolina Education Lottery funds several scholarships managed by the South Carolina Commission on Higher Education. Tennessee Education Lottery Scholarship Programs does not fund adult students (returning back to school), only recent high school graduates, and West Virginia PROMISE scholarship stands for Providing Real Opportunities for Maximizing Instate Student Excellence (Peterson, 2015). Florida hit a milestone of $28 Billion transferred to fund education since opening its door in 1988 and the state governor, Gov. Scott applauded the lottery for their commitment to investing in the future leaders of tomorrow. This is the thirteenth consecutive year that lottery has transferred more than $1 billion to education (Targeted News Service, 2015). These funds are used to support state education systems and provide financial assistance for pre-kindergarten programs, school construction, training teachers to use technology in the classroom, and college for undergraduates. Some would disagree that this is the moral thing to do for the greatest good.
