On the one hand, there is a terrorist incident that may involve the use of complex, sophisticated weapon or elements that may expose the rescue team and the local population to the risk of new incidents or long-lasting impact. For example, a terrorist incident may involve the use of multiple weapons, which may be used in a different time. This is why, when an explosion occurs, there is still the risk that there may be another explosion or that terrorist may use weapon, when law enforcement agencies try to detain them, as was the case of the Boston Marathon bombing, for example.
