There are many reasons for the ineffectiveness of government correctional institutes and juvenile prisons. One of the basic reasons is that when a juvenile gets arrested, he is usually a teenager and already possesses a rebellious nature. After being arrested, an anger and rage develops in him against the system and he either hurts himself or tries to hurt the officers.
