Firstly, per the START report one of the strength of Boko Haram comes from their ability to use ungoverned and isolated territories for strategic retreats for regrouping, Sambisa forest and unmonitored and porous boarders between Cameroon and Nigeria, Niger and chad are some of the isolated and ungoverned territories that Boko Haram have being using as strategic points to coordinate attacks and regroup.
