Per the Board's Medical Officer, based on the information available for review at the time, the applicant's file has no response for the Basis of Separation in the Case Report Directive. The Disciplinary Action(s)/Evidentiary Record section is also void of facts. Without this information, no association between a medical/behavioral health condition and misconduct can be determined. While the file does include other statements indicated that the applicant was separated from the Army due to marijuana, it is not clear that this was the only reason for separation with the General, Under Honorable Conditions discharge. The applicant's counsel contends that the Command discharged the applicant instead of referring him to the Army Substance Abuse
