I started to attempt a driver side approach when I observed a mid-40's Hispanic/Black male talking on a cell phone. When I got to the rear bumper of the vehicle, the driver sped off from the traffic stop and continued south on Clements Bridge Road towards Cooper Street. I advised County Dispatch that the driver fled from my motor vehicle and that I was perusing. A short time later, Lt. Smith #5180 advised since the driver was a substantial risk of injury to himself and others, he authorized the pursuit to continue. Lt. Smith advised he was a risk due to the driver traveling at a high rate of speed and ignoring traffic signals. The vehicle, doing a high rate of speed was just passing HQ when Detective Tipping #5185 advised he observed a silver BMW passing him going towards the direction of Woodbury. It's to be noted at this point in the pursuit; I was just turning right on Cooper Street as the BMW was passing HQ. Det. Tipping joined the pursuit as the secondary unit and we continued west on Cooper Street. As we passed the Wal-Mart (820 Cooper St) the vehicle was no longer visible and Det. At that time, I called the number and a female answered "hello." I advised her that it was Deptford Police and she hung the phone at that time. I attempted to make contact again with negative results. I also requested Collingswood PD to go to the registered owner address (75 Maple Ave, Collingswood, NJ) to attempt to make contact with
