What is JFMIP?
The Joint Financial Management Improvement Program (JFMIP) is a joint undertaking of the U.S. Department of the Treasury, the General Accounting Office, the Office of Management and Budget, and the Office of Personnel Management, working in cooperation with each other and other agencies to improve financial managemen t practices in Government. The Program was given statutory authorization in the Budget and Accountin g Procedures Act of 1950 (31 USC 65 as amended). The objectives of the Office are to develop systems requirements, communicate and explain Federal and agency needs, provide agencies and vendors information to improve financial systems, ensure that products meet relevant systems requirements, and simplify the procurement process. Foreword
This Property Management Systems Requirements document is one of a series of functional systems req uirements documents published by the Joint Financial Management Improvement Program (JFMIP) on Federal financial management system requirements. It reflects both functional and financial systems requirements associated with property management systems. Preparation of this document addresses the goal of the President’s Council on Management Improvemen t (PCMI) and the JFMIP to improve the efficiency and quality of financial management in the Federal Government. This document also addresses the Chief Financial Officers (CFO) Act of 1990, the Government Management R eform Act (GMRA) of 1994, and the Federal Financial Management Improvement Act (FFMIA) of 1996 which strongly reaffirmed the need for the Federal Government to provide financial systems that facilitate the eff ective management of Government programs and services and the proper stewardship of public resources.
