This was the reason why Bobby Seale and Huey Newton created the party in 1966, because of all the police brutality that was occurring. At this time Seale and Newton were both living in Oakland California. The year prior to the creation of the Black Panther Party, was the Watts Riot. During this riot there was many cases of police brutality many blacks were wounded or killed during this event. This made Seale and Newton think what they could do to prevent something like that from happening again. Seale and Newton at first use a more peaceful tactic to get their voices heard. They try to go down and speak with the North Oakland Neighborhood Service Center. The NONSC worked with them and with 5,000 signatures they brought their issue to the city council but sadly they were ignored. (Collison, Page1) This caused Seale and Newton to create the Black Panther Party this also changed the method they used. No longer would their voices be ignored again, their party would now resort to a more physical and impactful method.
