The United State government recorded a budget surplus when Bill Clinton became president in 1998. In 199, 2000 there were also budget surplus. The last time the United States had a budget surplus was in 2001. After President Clinton, George W. Bush became president in 2001 and the United States had budget deficit. Since than we have had deficits every year and it is like to even increase extensively under the current president. The budget deficits we have had was associated with the recession. 9/11 attacks was one of the reasons for the deficits that led to the War on Terror.
