The use of the large sums puts the problem in perspective. The use of the large numbers is to incite anger amongst voters and taxpayers. The aim of his article is to provoke policy change by educating individuals about their politicians. The evidence presented in the article is mostly convincing because Estes offered examples of the states mishandling public funds. However, the one finding in the article that was shocking was that despite the politicians diverting these funds to other projects and personal gains, the sales of cigarettes is going down (Estes, 2014). This evidence is contradictory because it shows that tobacco sales can go down without the support of government programs. Additionally, it was surprising that the Tobacco Master Settlement Agreement of 1998 allowed tobacco producing companies to be exempt from legal liability (Estes, 2014).
