Barstow Fire Protection District: Case Study

I am writing this proposal to help solve the issue of funding Bartow Fire Protection District. This facility has been suffering from the low revenue and has been put into a debt. Now, this facility will be handed over and put under the jurisdiction of San Bernardino County if the citizens of the City of Barstow do not help with funding the facility’s needs. Barstow Fire Protection District needs more money so that they can repay the debt, buy more equipment, and reduce the response time. As a solution to this issue, they proposed Measure J, which will increase the current tax by a half of a cent. This money will not be used for increase in salaries of the workers or to help out other cities. It will be used only for Barstow and the fire department’s necessities. I would like to enlighten my audience about this problem and persuade them to vote yes on Measure J.

2. Target Audience
The main target audience for this proposal is the citizens of Barstow who need the protection and services from the Barstow Fire Protection District. They also have to be 18 or over

The pamphlet will have 4 different sections. First section will inform the readers about the Barstow Fire Protection District and their financial situation. In this section, I will also include the amount of debt they are in and the lack of equipment they have along with why it is important to pay off the debt and provide them with more equipment. Second section will address the Measure J and how the tax increase will work. Third section will discuss how the money from increasing the tax will be used. Fourth section will have the information on how to vote, where to vote, and when to vote for Measure J. This section will also include the contact information on people who can help answer any questions that the readers might have on Measure
