Key Elements Impacting Youth’s Growth in Bamyan
1. Low family income and a dependent economy on foreign aids with less than 4% work opportunity blocks the path for the youth, specifically for the girls to have an education and go to school.
2. Inadequate educational institutions and poor educational system as well as lack of educational materials and facilities keep youth in the darkness, and worsens the situation for the youth in Bamyan.
3. Culturally unfriendly environments particularly for young girls negatively impacting their lives.
4. Low or no access to health and social services for the youth in Bamyan.
5. High unemployment rate among the youth is a major issue concerning the future development of Bamyan.

According to finding of a recent survey was conducted by Gallup “Afghans and particularly the youth are now the most discouraged they have been since 2008 about the economy and jobs; more are suffering; and the plurality think they will be worse off” (Ray Julie). Likewise, many other fields of youth development programs in Bamyan are solely dependent to foreign aid commitments, which in most cases the youth 's funded projects are never implemented due to withdrawal of foreign aids and a communities with weak local economies. “Poverty and unemployment repeat themselves from one generation to the next. Besides, poor children excluded from the education system face health problems and are left behind in all areas of development” (Crighton, 2005). Whereas the successful enforcement of the ANYP is attached to the foreign aids commitments and the Afghan government is unable of fulfilling its obligations toward the youth, so the UN role is important to grab the international community’s attention in supporting and funding projects, which will lead to better living situation for the youth. In order to increase youth participation in development, so the UN entities fund and support projects specifically designed for young women and men empowerment. "The UNDP Youth Strategy 2014- 2017 is designed to complement and reinforce the UNDP Strategic Plan 2014−2017 by deepening the youth focus across all areas of work. It offers key entry points for systematic and coordinated action to support youth" (www.undp.org). Since the local governments aren’t financially able to afford youth empowerment programs and activities. Therefore the UN realized it is essential to have a UN development plan for the youth in Bamyan to expedite fast growth and enhance youth 's capacities so unlike
