One of these test attacks is the Baltimore Harbor Tunnel incident. These incidents and information found on the two key suspects indicate a potential increase of threats to the infrastructure of major cities across the United States.

At the Baltimore Harbor Tunnel incident a state policeman described the men as being “pleased or “satisfied” with the potentially dangerous situation. The two individuals did not react or ask questions about their truck being impounded for inspection. Both individuals also made racial, religious and anti-government charged comments of how foreigners are treated differently in the United States. Al Shakroun lied when he told law enforcement that this was their first trip to Washington D.C after receipts were found in his briefcase from an earlier trip to Washington D.C. earlier in the year.
