This memorandum is to brief you of my background, education, and experience which are deemed as necessary qualifications for the position of Supervisory CBP Officer, Assistant Port Director for the Port of Eagle Pass, Texas.
I am a graduate of San Benito High School, Class of 1994, a graduate of The University of Texas at Brownsville, Class of 1997, and a graduate from Angelo State University, Class of 2015. I hold a Bachelor of Science in Police Administration and a Master of Science in Homeland Security Studies from Angelo State University. I have almost 14 years of Federal Service and am currently employed as a First-line Supervisory CBP Officer, since May of 2008. I have held various positions and have had numerous collateral duties during my career such as a Field Training Officer (FTO), Anti-Terrorism Contraband Enforcement Team (A-TCET) member, Counter Terrorism Response (CTR) team member, Master Exercise Practitioner (MEP), and most recently, recruiter for the Laredo Field Office. I have worked at other ports of entries to include Hidalgo, Del Rio, and Champlain Ports of Entry. I have spent a two month detail at the Office of Field Operations Headquarters in Washington, D.C. assigned to work on the Outbound Program. I have also worked on numerous operational plans and threat assessments, and I have worked closely with State and Local Law Enforcement Stakeholders. My experience exemplifies the necessary qualities needed for the position to which I am applying

    I believe that one of the significant deficiencies from the 9/11 Commission Report was the deficiency of shared intelligence information between, local, state and federal agencies related to homeland security. Before 9/11, law enforcement intelligence was compartmentalized and disjointed. The FBI mainly dealt with domestic threats and the CIA mostly focused on foreign threats. I believe that the most significant function developed was “receiving and analyzing law enforcement information, intelligence, and other information relating to homeland security within the federal government and between the federal government and state and local governments” (Oliver, 2007, pg. 75).
