It is a large consumer of a critical and limited fossil energy re- source; in many countries it is the largest contributor to man-made greenhouse gas emissions and brings large amounts of lead into contact with people; it is the prime cause of urban smog; it is noisy and contrib- utes to congested cities; and its manufacture produces an array of emis- sions, including those from the mining and production of steel and the painting of auto bodies. In spite of great strides in the technical perfor- mance of individual vehicles, many problems remain” (Fine, Lafrance & Hillebrand, 1996).
