In summary, on 08/26/16 at 2021 hours Ofc. Ramos #260 an I were patrolling the area of 1400 S Central Ave., at which time I observed a vehicle (08' silver Mazda IL Y702175) with an obstructed front windshield and the front passenger not wearing a seatbelt. A traffic stop was conducted on vehicle, at which time I approached the vehicle and detected a strong odor of cannabis emanating from inside the vehicle. I made contact with the driver to request a license and insurance. While speaking with the driver, I observed a full "blunt" in the center cup holder. A blunt is a common street term for cigar paper rolled up containing cannabis. There was also a glass pipe in the center cup holder. The driver provided a driver's license and insurance for the vehicle. The driver was identified as Reyes, Sebastian DOB 05/06/94, at which time he was checked through LEADS via dispatch. The name check revealed his license was valid with no wants or warrants. Reyes related he just started smoking a blunt prior to being stopped. There were four passengers in the vehicle along with Reyes. The front passenger was identified as Velazquez, Christian K. DOB 03/17/95. The rear passengers …show more content…
At this time I recovered a black bag from underneath the front passenger seat which had a stronger odor of cannabis emanating from inside of it. I searched the black bag and observed two clear Folgers coffee plastic containers containing large plastic bags of a green leafy plant like substance (four bags in total), a small black functioning digital scale, one small plastic bag containing a white powdery substance, one orange plastic bottle containing six small plastic bags of a green leafy plant like substance, and twenty-one small empty plastic bags.
