Automobile Burglary & Theft Prevention Authority Case Study

On June 23, 2015, the Automobile Burglary & Theft Prevention Authority (ABTPA) Board of Directors approved the FY 2016 grant award amounts (see Attached Award List). As announced in the Board meeting e-Grants will not be used in FY16. The process will be as follows:

1) Group Teleconferences (June) – We will give Applicants receiving awards general instructions in a series of three teleconferences. ABTPA will provide the steps to execute an award. We will review three core areas of the application detailed below.
2) Applicant Teleconferences (June and July) – We will call each Applicant for d¬¬¬¬¬¬¬¬irect discussions about specific issues related to their grant. We have converted every grant application to an MS Word version to use in modifications.

ABTPA will contact each Applicant shortly to discuss specific modifications to each application. Please review the entire application for content, accuracy and clarity to ensure all modifications are in compliance with Uniform Grant Management Standards (UGMS) and ABTPA Administrative Guide. All Applicants must review the Functions of Proposed Project, Budget and Goals Strategies and Activities portion of the application which is based on the award amount.
1. Functions of Proposed Project- Review and make the necessary modifications to ensure all functions are consistent with the stated Goals, Strategies & Activities. Applicants need to review the instructions and specify the elements as requested.
2. Budget- Revise to reflect FY 2016 award amount. All costs must be reasonable and necessary to the operation of project and be to the benefit of the State purposes. Modifications must correct misclassified direct costs, remove unallowable expenses, and revise cash and/or in-kind amounts. The Personnel budget narratives must clearly identify positions (i.e. % of ABTPA funds, % of cash match and % of time on project for each position). All budget items must include justification for why they are necessary for the program and how the amount was
