The Japanese had 500 planes and Bombers ready and prepared to attack the Philippines, 6 December 1941(Pacific Time), and they were scheduled to attack right after the attack on Pearl Harbor. The Japanese were expecting General MacArthur to be prepared and to have his fleet on a red alert. The Japanese were enveloped by a thick fog for a long period, and they had concerns of being attacked by MacArthur on their own base, but even with their late start General MacArthur failed to prepare his forces even after learning about Pearl Harbor. The Japanese planned to control the Philippines by capturing other American controlled Islands like Wake Island, and Guam.
