In the event, in which three women floated to the top of Tampa Bay waters, the autopsy determined that the three women were still alive when they were tied down and weighted to a cinder block then forcefully thrown in the water. The FBI was able to calculate this out when the FBI found water in the victim’s lungs. Now that the FBI knew the cause of death, the FBI needed to know the victim’s identity. The fact that the FBI found the these bodies floating in the water, there was no Deoxyribonucleic acid found on the bodies. The water had washed off any evidence that may have been on the bodies. In conclusion, this was going to cause the case to be close to impossible. To determine possible perpetrators The FBI was going to have to do a handwriting analysis on a note that had written directions, to determine any distinctions in handwriting. In this case the FBI took a gamble and put this handwriting on a billboard in the middle of the city. A female noticed this writing and went home and compared the handwriting to the handwriting on a handwritten receipt that was given to her by her contractor, Oba Chandler. The FBI studied this penmanship, and within minutes of looking over the receipt, the FBI was able to recognize very many distinctions in several of the letters that were written by Oba Chandler. By this evidence, the FBI knew who the killer was.
