For all religious sections, he adopted a policy of respect and would give a guarantee the full freedom to live according to their own principles, encouraging people for the “increase of their inner worthiness.” Overall he expected them to respect the beliefs of others, praise the good points of others and withhold from the hated criticism of the viewpoints of others. In order to show people, the effectiveness of the dharma, Ashoka went on tours preaching and relieving the sufferings of people, ordering his high officials to do the same. With his administrative officers, he told them to be consistently aware of the sorrows and joys of the common people and to be prompt and impartial in pushing justice. The dharma ministers were a type of high officers that were appointed to foster the work of the dharma by the public to relieve suffering if found, and take care of the special needs of women, the people around their empire, and several religious communities. Ashoka was so determined to help the people that he wanted all matters concerning the public welfare needed to be reported to him
