On 02-23-18 at approximately 1700 hours, I arrested and transported Ramon Richard Arvizu to the Pasadena Jail for booking (Under PPD Case #18002500). It should be noted that I have had several police contacts with Arvizu on the west hillside on State Street and Railroad Street near the Pasadena Power Plant. Arvizu had a transient encampment set up and was living on the above hill for several weeks.
Upon my arrival to the Pasadena Jail, I asked Arvizu if he knew anything about the fire which occurred at the bottom of the hill where he was living, on 12-08-17. Arvizu was reportedly contacted by a police officer in his encampment on the day the fire. Arvizu did not have any information to give the police department in regards to the fire.
Once the Fire Department and Police Department left the scene, Arvizu was approached by Suspect Torres. Torres reportedly admitted to Arvizu that she started the fire in order to get rid of him. Torres did not specify how she started the fire. …show more content…

I telephoned the South Pasadena Police Department and requested any information on the above description given to me by Arvizu. SPPD Dispatcher Rodriguez #2011advised me that SPPD has several police contacts with Torres who fit the above description. SPPD Dispatch Rodriguez confirmed that Torres has been identified as a transient with a prior address at 1798 Grevelia Street in South
