His business of crime eventually spread; he purchased the Iceberg Lounge, a popular club in Gotham that was infested with both the upper classes and criminals. Oswald also invested in Metropolis, setting up a second base there. Using his criminal influence and bribery, he purchased an old museum in the historic district, he refurbished the building into a casino, keeping some of the expensive pieces. While the first six stories were dedicated to the casino, the seventh and eighth were turned into a headquarters or operating base for Penguin's gang, the ninth stocked with all their arms and explosives and the tenth an entire floor turned into one large living space for Oswald
