U) ACTIVE COMPONENT MANNING GUIDANCE (ATSG-NCOA) The Army will begin initial stages of a force drawdown, end temporary end strength increase (TESI), reduce the Active Duty for Operational Support (ADOS) Personnel by the end of fiscal year (FY) 2015, completed by FY 17. Our mission is to provide active component Army with personnel manning guidance for FY 13 to FY15 that is synchronized with the Army’s priorities. Key tasks will be; man the Army and preserve a high quality volunteer force, maintain end strength to ensure the inventory meets force structure, align manning levels in accordance with (IAW) the Army’s priorities approved by the Army Senior Leadership, provide minimal manning levels for all units, increase precision and predictability
