It can be said that IWRM implementation is still dependent on separate sovereign interests of countries that share water resources. And even though not many instances of manifested violence has been presented over such resources, one cannot say that it proves that target 6.5, which has a highly ideological, rather than pragmatic character is the driving force behind the will to cooperate with their neighbours. It can actually be said that individual interest, funnily enough, is behind the dynamic of collaboration. Meaning that in their cost-benefit analysis, the governments of said states find that a successful collaboration and coexistence is a more viable trajectory for their policies, which ultimately ends up in the creation of agreements between them. This, at least appears to be the case in Eastern European countries, where development is slumped and economic benefit still seems to come before environmental awareness. In the case of these countries, there is another, unique factor, which cannot be encountered anywhere else. The fact that they are legitimate potential candidates for European accession, gives them another incentive to subscribe and respect international (such as target 6.5) and European norms which tend to take a more environmentally friendly approach.
