Definitions: To clear all that up, I’m going to define some of the words in that statement.
First off we have public advocacy

The proposition also wants to put emphasis on the ‘should’ of the topic. We are not saying that any other type of argument is irrelevant but instead that the scientific and economic arguments should take precedence.
How Does this apply/rely on: We believe that public advocacy about mandatory paid leave should rely on scientific and economic arguments based on a number of reasons
Firstly, we believe that the scientific and economic arguments reach the three most important type of audiences (state audiences) We thought these were the most important type of audiences because they are the ones that have most affect on the paid leave policy
