There will always be those people who choose not to follow the laws that have been put into place. For example: every day someone in the world breaks the laws put in place by their government. Nevertheless, the UN has set a Universal Declaration of Human Rights in Document E, but fails to even enforce these laws. According to Article 5 “No one shall be subjected to torture or cruel, inhuman or degrading treatment or punishment,” North Korea has been killing their own people based on their thoughts. Yet what have we done to stop these atrocities, nothing! Again in Article 13 part 2 it states that, “Everyone has the right to leave any country, including his own, and to return to his country.” North Koreans have to smuggle their way out of their own home country. The North Koreans are not allowed to visit other countries, they are not allowed to depart from their home country.
Genocide is a terrible thing, but truthfully, it can’t be stopped. There are too many factors that contribute to genocide. The UN has laws protecting people from genocide, but they take so long to enforce them. They even refused to help General Romeo Dallaire of the Canadian army stop the killing in Rwanda. The UN found that there was not enough proof, because of that an estimated 800,000 people died in Rwanda.
