The new law gives police the power to fine distracted smartphone users. People will pay up to $35 for their first offense, $75 for their second and $99 thereafter. Charging more for repeat offenders shows that the city may be expecting it to take a lot of effort to get people to obey the new law.
The bill came into force last week after a quick approval by the Hawaiian city’s mayor in July. It states that no person "shall cross a street or highway while viewing a mobile electronic device." Mobile phones are included as well as any "text-messaging device, paging device, personal digital assistant, laptop computer, video game or digital photographic device." Audio equipment is excluded.
