(No doubt there would be the potential for black market trading in food stamps. This would need to be addressed by the government in coming up with a credible food stamp plan). Through the welfare system, rent should be paid for them. If this occurs then it will make it harder for people to acquire demerit goods since no income will be left over for it. The only way that one could purchase items like cigarettes, or alcohol would be if they had a job and could pay for it themselves - in which case they would not need to be on welfare.
